INOVASI KEBIJAKAN DAN PEMERINTAHAN JARINGAN DI ERA DESENTRALISASI: STUDI KASUS PERDA KOTA BATAM NO. 4 TAHUN 2015

Abstract


Paper ini mengeksplanasi kebijakan inovasi dan pemerintahan jaringan di era desentralisasi. Fokus studi ini adalah mengkaji kebijakan inovasi dan pemerintahan jaringan di Kota Batam, dalam konteks Perda Kota Batam No. 4 Tahun 2015 tentang pembangunan daerah berbasis daya saing melalui inovasi dan kompetensi. Temuan penelitian ini menunjukkan bahwa jejaring pemerintahan dalam konteks pembangunan daerah berbasis daya saing di Kota Batam diidentifikasikan adanya struktur pemerintahan dan fungsi atau peran jejaring antaraktor dalam mewujudkan pembangunan sumber daya manusia. Pemerintah menjalankan tugas sebagai pembuat dan pelaksana kebijakan tersebut sedangkan pihak mitra adalah agen pelaksana perda tersebut. Instansi-instansi yang terkait dalam kemitraan ini hanya menjalankan tugas pokok dan fungsi bawaan dari instansi masing-masing, serta tidak memiliki tugas pokok dan fungsi yang spesifik dalam hal pembangunan daerah berbasis daya saing tersebut. Hal ini menyebabkan tujuan dan target yang ingin dicapai tidak konkret dan terkesan tidak membawa pengaruh yang berarti di Kota Batam.
